at moment, public issue list doesn't have bugs mentioning rand_egd. recommend filing bug against problem, including stack trace , mentioning you're seeing on windows 8.1. include link to stackoverflow question.
that still leaves immediate problem, consider trying experiment: edit google_appengine\google\appengine\dist27\socket.py
, remove reference rand_egd (leaving copy of original line commented out, or make copy of socket.py, can revert change easily). see happens. might lucky. , please report back.
